1. When do I have to have a building permit?

A building permit is needed anytime a structure is altered, when different materials are used for replacing or repairing existing structures, and when new structures are put up, including sheds, carports, fences, garages, signs, and concrete. click here to view the Building Permit.

2. How do I obtain a building permit?

Applications for Building Permits are available online or can be picked up at the Wisner City Office at 1111 Avenue E. Click here to view the Building Permit. Complete the application and return it to the Utility Superintendent at the City Office.

3. How long is a building permit god for?

A building permit is good for 6 months after it is issued.

4. How much will a building permit cost?

There is currently no charge for a building permit.

5. Can homeowners submit their own drawings with a building permit application?

Sketches by hand are acceptable for all building permit applications. Please include dimensions and directions.

6. Where can I put a fence on my property?

Fences can be built in the front, side, and rear yards and must meet vision clearance requirements. Fences cannot be outside of your property lines.

7. Can I run a business out of my home?

A conditional use permit is often required to run a business out of one's home. Check with the City Office to determine if you need to request a conditional use permit for your home-base business and to determine what signage, if any, is permitted.

8. What are property pins?

Property pins define the four corners of a lot. They are 1/2 or 5/6 inch rebar planted in the ground approximately 6 inches deep.

9. How do I locate my property pins?

Property pins are about 6 inches underground in the corners of your property. Property owners are responsible for locating their property pins. The City of Wisner does not locate property pins on private property.

10. Are there codes regarding the upkeep of property?

The City has ordinances in place regarding property upkeep and what constitutes a nuisance in violation of these ordinances.

11. What is the process when code violations are found?

A letter is sent to the resident/s and/or owners of the property notifying them of the violation and setting a time limit for compliance. If the property has not been brought into compliance within the time frame set, a second notice is then either had delivered or sent by certified mail. The City of Wisner will then follow the legal procedures set out to bring the property into compliance, which can include cleaning up the property and billing the owners and/or residents as permitted by law if not satisfactorily done by the residents and/or owners.

12. Wh is responsible for snow removal?

The owner of any lot is responsible for keeping the sidewalks along his lot free of snow and ice.

13. When would a variance be needed?

A variance is needed if you want to put up a new structure other than a fence on a substandard sized lot.

14. What is the variance process?

The variance process is specific with regards to notices, meetings before the Planning Commission, and a final decision being made by the Wisner City Council. Please check with either the Utility Superintendent or the City Administrator for more details.
