ElectricityNebraska is the only state in the nation served with electricity totally from public power. Nebraska's public utilities have ample electric generating capacity to meet present and future needs -- and at a cost far below the national average. The Western Area Power Association (WAPA) provides the majority of the city's electrical consumption. Municipal Energy Agency of Nebraska (MEAN) provides the remainder of Wisner's usage. In addition to WAPA and MEAN power, the city owns a generation plant which remains operable and is used from time to time during maintenance periods and emergencies.

Sewerage / Solid WastePrivately owned waste removal services are available in Wisner. The city owns a trash compactor and transfer station. Wastes are hauled to a landfill located in Jackson, Nebraska, 60 miles northeast of Wisner.
